Shri Ismail Ali Khan, born on 10.01.1954, has assumed office as Chairman of TSERC on 03.11.2014 FN . Prior to this, he served as Member of Bihar Electricity Regulatory Commission for about seven months during March 2014 to October 2014. Before joining BERC he was Adviser (Energy), Planning Commission, Government of India. He has about 35 years of varied experience in development planning and policy formulation for the integrated development of energy sector, power Sector planning, Operation & Maintenance of Transmission & distribution Systems and power equipment, training and human resource development of middle management and supervisory personnel. 

He joined Planning Commission in 1991 and served in various capacities till January, 2014.  He was closely associated in the formulation of 8th, 9th, 10th, 11th and12th Plan and worked extensively in drafting of Energy Chapter covering all sub-sectors of energy viz: power, coal, petroleum & natural gas, atomic energy and renewable sources of energy.  Some of the notable achievements include drafting of the report on the coal demand to realize the projected coal based capacity addition in the 12th & 13th Plans and the desired development of coal mines to realize this objective; drafting of a report suggesting solutions to the overlapping issues between the Ministry of Coal and Ministry of Petroleum and NG on the exploitation of coal and CBM resources; finalization of a report on equitable sharing of benefits by the resource rich states in the exploitation of coal resources and related power plants development. He was closely associated with the inter-ministerial committees on the issues relating to Ministry of Power, Ministry of Coal and Department of Atomic Energy. He was Part Time Director of Nuclear Power Corporation. 

 Shri Khan was deputed by Government of India to UNDP under the Tripartite Agreement between UNDP, Government of India and Government of Afghanistan during June 2007 to June 2009.  As Adviser/Coach to UNDP, he worked with the Office of Senior Adviser to President of Afghanistan and was closely involved in the capacity development of Afghan civil servants in the areas of monitoring and evaluation of development projects at the national and provincial levels, coordination with international agencies, donors and United Nations Assistance Mission in Afghanistan (UNAMA).   

Before joining Planning Commission, Shri Khan was Assistant Director of Training with the Directorate General of Employment & Training under Ministry of Labour, Government of India from April 1988 to August, 1991. He worked as Assistant Engineer in the Singareni Collieries Co. Ltd for about seven years before taking up the assignment of Assistant Director. 

He holds a Masters Degree in Development Studies (1993-94) from University of Bath, United Kingdom, Bachelors Degree in electrical engineering (1974-79) from Osmania University and P.G Diploma in Materials Management from Punjabi University, Patiala.
